Loctite makes an Epoxy Metal/Concrete for jobs like railings and posts, and several construction adhesives list both surfaces. For a railing that people lean on, we’d use anchors.

Outdoor use as each maker states it. “Not stated” means the maker’s page and data sheet don’t say.
Loctite Epoxy Metal/Concrete
Loctite’s page names railings, awnings, posts and cinderblock for it, and the data sheet adds setting bolts and screws into concrete. It gels in 5 to 12 minutes, reaches usable strength in 12 hours and fully cures in 24. Loctite says to apply it between 39 and 95°F, and not to use it where it stays wet or in drinking water systems.
For a railing, a handrail or anything that carries weight, we suggest concrete anchors as well as, or instead of, glue.
Loctite gives a gel time of 5 to 12 minutes, usable strength in 12 hours and a full cure in 24 hours.
Can construction adhesive hold metal to concrete?
Several list both, including Loctite PL Premium, Gorilla Construction Adhesive Ultimate and Liquid Nails Fuze*It Max. For anything structural, we suggest fasteners as well.
The glues that list both surfaces come from each maker’s own surface list, and the epoxy figures from Loctite’s Epoxy Metal/Concrete page and data sheet. Checked against published data from Gorilla Glue Company, Henkel, J-B Weld, Eclectic Products and Pittsburgh Paints Company.
