Makers list construction adhesive for wood to concrete, such as Loctite PL Premium and Gorilla’s construction adhesives. For anything that carries weight, we suggest concrete fasteners too.

Outdoor use as each maker states it. “Not stated” means the maker’s page and data sheet don’t say.
What Loctite’s data sheets add
Treated lumber: PL Premium’s data sheet says pressure treated lumber must be well seasoned, at least 6 months in the weather.
Damp slab: PL Premium can go on wet or frozen surfaces; hold the work in place for the first 24 hours.
Walls: in its drywall directions, PL Premium Max’s data sheet recommends furring strips for concrete walls.
Gorilla says its construction adhesive doesn’t replace screws or nails on structural parts. For wood on concrete that carries weight, we suggest concrete anchors too.
The glues that list both surfaces come from each maker’s own surface list, and the lumber and fastener notes from Loctite’s data sheets and Gorilla’s outdoor guide. Checked against published data from Gorilla Glue Company, Henkel, J-B Weld, Franklin International and Eclectic Products (plus 1 more).
