Almost nothing sticks to cured silicone: no glue we read lists it, and caulk and paint makers say theirs won’t hold on it. To seal or glue there again, take the old silicone off first.

For cured silicone to silicone, indoors
Three Loctite super glues exclude silicone rubber by name, and no glue we read lists it. Even fresh silicone struggles to bond to cured silicone, so for an old silicone seal, cut it out, wipe the joint with isopropyl alcohol and seal again.

From each maker’s FAQ, data sheet or how-to. Loctite’s Super Glue Gel Control, Plastics Bonding System and Glass Glue also rule out silicone rubber by name, and Sika says its Sikaflex sealants shouldn’t cure near silicone that’s still curing.
GE explains why a new bead fails: cured silicone forms a skin, and fresh sealant bonds to that skin, not to the surface under it. Old sealant also leaves a thin smear behind once it’s cut away.
How to get old silicone off
GE’s silicone data sheets say there is no substance that will dissolve silicone, so it comes off by hand, then the surface gets cleaned to suit what it’s made of:
Cut, peel and scrape away as much as you can.
Tile, marble, laminate or fiberglass: 100% mineral spirits on a non-abrasive scouring pad. Try it on a hidden spot first, in case it discolors the surface.
Glass: a razor blade in a holder for the rest, then mineral spirits.
Hard plastic or a painted surface: rubbing alcohol on a soft cloth. GE says not to use mineral spirits on these.
Last wipe: a lint-free cloth dampened with isopropyl alcohol. If there’s mold or mildew, GE says to apply rubbing alcohol, then let the area dry.
Seal again once it’s dry. Don’t wash the joint with soap or detergent: GE says silicone won’t adhere where soap residue is left.
Sashco’s sheets ask for the same before Big Stretch or Lexel goes on: remove old caulk, especially silicone and its residue, with a silicone or caulk remover.
Mineral spirits and alcohol are flammable. GE says to use them away from sparks and flames, and only where there’s good airflow.
GE says you can, but it rarely holds, because the new bead sticks to the old one's cured skin rather than the surface. Red Devil says silicone won't adhere to itself. Take the old bead out first.
Can I paint silicone caulk?
No. DAP, GE and Loctite all say paint won't stick to 100% silicone, so paint first. For a seal you can paint, GE points to a hybrid sealant such as its Pro Seal Max.
Can you caulk over silicone to paint it?
No. DAP answers that exact question for ALEX PLUS and DYNAFLEX ULTRA: they won't adhere over 100% silicone. Take the silicone out, then caulk and paint.
What dissolves silicone?
Nothing, according to GE's data sheets. Cut and scrape it off, then clean with mineral spirits or rubbing alcohol, whichever suits the surface.
The exclusions come from the glue makers’ data sheets, the removal steps from GE’s silicone data sheets and how-to, and the rest from DAP’s, Red Devil’s, Sashco’s and Sika’s own sheets. Checked against published data from Henkel, DAP, GE Sealants, Sashco and Sika (plus 1 more).
