Vinyl is three different jobs. Soft vinyl such as seats, tarps and inflatables takes a flexible glue, floor tile takes a floor tile adhesive, and siding has to be left free to move.

Flexible solvent glue or hybrid polymer glue
4 products have both surfaces on their makers’ lists.
Loctite Vinyl, Fabric & Plastic Flexible Adhesive (flexible solvent glue). Cures in 24 hours. Not for heat over 140°F.
Loctite Shoe Glue (hybrid polymer glue). Cures in about 24 to 48 hours. Not for bonding two non-porous surfaces, such as metal to metal.
Shoe Goo (flexible solvent glue). Sets in 20 minutes, full cure in 24 to 72 hours. Stays flexible.

Soft vinyl here means seats, tarps and inflatables. Vinyl floor tile takes a floor tile adhesive, and DAP’s says not to use it over pure vinyl sheet goods or solid vinyl tile.

Seats, tarps and inflatables
Loctite makes its Vinyl, Fabric & Plastic adhesive for this: its data sheet lists vinyl upholstery, inflatable mattresses, raincoats, camping gear and wading pools. It isn’t for anything over 140°F, and the data sheet says it will yellow in sunlight. Loctite Shoe Glue, E6000 and Shoe Goo also list vinyl.

What its maker says
Gorilla Epoxy Ultimate
Not recommended for vinyl or rubber
E6000 Plus
Not recommended for acrylic, vinyl, foam, polyethylene and polypropylene
Loctite PL Premium
Not for flexible vinyl
J-B Weld (most products)
Won’t adhere or bond well to leather or vinyl
Vinyl floor tile
DAP makes its Weldwood Floor Tile Adhesive for vinyl composition tile (VCT) and asphalt tile. DAP says not to use it with or over pure vinyl sheet goods, solid vinyl tile, old asphalt tile or asbestos tile, and to ventilate for 72 hours after laying it. Loctite’s vinyl guide adds that an adhesive that bonds vinyl to wood may not bond it to concrete, so match the adhesive to the floor underneath too.
DAP’s SDS for its floor tile adhesive carries a Danger warning, including that it may cause cancer, and calls for gloves and eye protection.
Vinyl siding and fences
The Vinyl Siding Institute’s installation manual says panels must move freely from side to side, because vinyl expands and contracts as the temperature changes. It says not to caulk the overlap joints, or where panels meet inside corners, outside corners or J-trim.
For a hole, DAP’s how-to patches small and medium ones with an exterior filler. For a large one, it puts a thin wood strip or scrap vinyl behind the hole, set in construction adhesive and fastened to the sheathing. DAP says a shattered panel may need replacing. For a loose vinyl fence cap, Gorilla’s outdoor guide names its All-Weather tape, not a glue.
Loctite Vinyl, Fabric & Plastic is made for vinyl seats, cushions and upholstery. E6000, Shoe Goo and Loctite Shoe Glue also list vinyl.
Can I caulk vinyl siding?
Not at the overlaps. The Vinyl Siding Institute's manual says not to caulk overlap joints or where panels meet corners or J-trim, so the siding can move.
Does epoxy work on vinyl?
Gorilla says Epoxy Ultimate isn't recommended for vinyl, and J-B Weld says most of its products won't bond well to it. We'd use a flexible glue that lists vinyl.
The glues and their limits come from Loctite’s, Eclectic’s, Gorilla’s and J-B Weld’s own sheets, the floor tile lines from DAP, and the siding rules from the Vinyl Siding Institute’s manual and DAP’s how-to.
